Harry is one of the largest super mutants in existence, with brawn matched by very few. Even the Lieutenant would have trouble putting Harry on the ground, or at least so Harry believes. Fortunately, unlike the Lou, Harry doesn't have the brains to go with his brawn. He is one of the stupidest super mutants to come out of the Mariposa vats and that's saying something. Yet, for reasons unknown, he was chosen as the head of the mutant garrison at Necropolis following the tenuous alliance between Set and the super mutants. Harry is in charge of the water supply (giving him leverage over the ghouls) and looking out for prime normals for dipping.[2]
The player can convince Harry that he is not a human (otherwise, Harry drags them all the way to Mariposa and the Lieutenant), though this requires either a low Intelligence (less than 3, meaning the player character is even more stupid than Harry, enough to confuse him), good Speech (over 99%; the player can pretend they're a mutant or a robot), or simply killing poor ol' Harry.

Harry appears in Fallout. He is also mentioned in Fallout 2 as one of the possible answers to the Bridge Keeper's first question.
