Franklin Delano Roosevelt Island station is a Metro station in the Capital Wasteland. Its called flooded metro in the world map, Arlington/Wasteland Metro in the local map, but due to its proximity to the Anchorage War Memorial, it's the FDR Island station.
The Capital Wasteland plaza to this metro is a flat outdoor lobby that is reached from the ground using some stairs. The station sits to the south of Wilhelm's Wharf.

The lobby of this station is badly damaged, while the platform itself is buried under hundreds of tons of rubble. From the lobby, a service tunnel leads directly to Arlington station in the Arlington National Cemetery.
There is a bear trap located near the entrance. A blood trail can be followed from the bear trap to the second small room down which contains a skeleton which seems to have been the victim.
