Commander Devlin was the leader of the entire Divide area, including the civilian infrastructure.

Background

Devlin was a nationalist, jingoist, disrespectful sociopath who continually insulted those under his command. A great example of his twisted priorities was how he treated the desperate pleas for funding by Specialist Alan Rothchild for the Water treatment plant.[1] Which were rebuked with only the most disrespectful of rants.[2] After three denials in the last month, he lamented not already having someone at the Political Office to watch over the staff at the water treatment plant. Equating their pleading to address the dire condition of the safety protocols of the facility with wanting the Communists to win.

Another particularly bad example of his prejudices was his treatment of the local hippie population, believed that through protest at the local construction sites they could get the military to give up their nuclear weapons.[3] He issued an order, stating to not interfere with the hippies as it would interfere with the plans of the Political Office.[4] The memo for which, while praising General Wellesley the chief liaison officer to the Big MT Research Facility. He and his team were paying the complex visit to collect the complex's euphemistic "guests" and take them away. In the words of Commander Devlin "someplace where they can do some good for their country beyond stinking of patchouli and shooting the LSD."; Which goes to show his lack of understanding of the hippie drug culture.[5]

Another example of his block-headed shortsightedness was his utter disregard of the entire settlement and ICBM complex being built on top of the very large local fault line. The at least, a 5.0 on the Richter scale, much to the dismay of Jackie, the manager of the ICBM safety protocols.[6]
