Occupying the second highest position in the Enclave is a small, nervous man wearing a food-stained three piece suit.[1] Daniel Bird has the appearance of a drooling idiot, gibbering and speaking nonsense as if it was the greatest discovery of the century. He is, however, retained at his post, apparently due to his status as a national hero: Bird volunteered to test an early FEV Curling-13 antidote, which didn't quite work. He suffered brain damage, rendering him useless for any purpose beyond sitting in an office and staring at the walls, while occasionally mumbling to himself. However, it appears that the antidote did improve one thing: His spelling.[2]

Nearly all his dialog comes from absurd but real quotes from Dan Quayle (the Vice President under United StatesPresidentGeorge H.W. Bush) or slight variations of them (such as substituting words like "Enclave" into the quotes). The similarity is even more obvious when you consider the fact that quail (quayle) is a bird.
