Covert Operations is a magazine perk that can be unlocked in Fallout 4. This perk consists of 10 ranks, each received by reading ten different issues of the U.S. Covert Operations Manual.

With each rank of the perk, the player character becomes less likely to be detected when sneaking.

Although each installment of the U.S. Covert Operations Manual adds a rank this perk, the Fallout 4 loading screen hints incorrectly describe it as the "Infiltration" perk.[1]
