I’m sorry, ya must be new to the army. Don’t take offense to what I said, that’s just what we call stuff here. Shit on a shingle’s chipped beef on toast. Snow and fly shit’s another name for salt and pepper.
”Cookie is the garrison cook in Navarro in Fallout 2.
Background[]
Cookie is blind, but that doesn't stop him from being one of the most friendly and pleasant soldiers at Navarro. The chef's hat and apron worn over standard Enclave tech armor might make him look funny, but Cookie is a treasured source of gossip and intel on the base. Since he is blind, he doesn't fight. Alarms still make him annoyed, though, as the siren gives a mean headache.[1]

8. Cookie the Cook
"The blind cook for the Navarro base is a treasure trove of rumors. Cookie can tell you where the Enclave is, and he can tell you that you need a special electronic key, called a fob, to get to the controls of the ship in the San Francisco harbor. If you ask Cookie about the personal lives of the grunts, he'll give you some valuable information that you can later use to gain access to the computer."
