The Compliance Regulator is an electroshock weapon and a unique version of the standard laser pistol, in that not only does it fire a unique blue coiling beam instead of the normal red, but dealing a Critical Hit upon an enemy will paralyze them for 10 seconds. Enemies that cannot be knocked down (read: Ulysses, Colonel Royez, and Gaius Magnus) will instead freeze in place for the duration of the paralysis.
This weapon is extremely useful for pacifist players since ammunition is easier to obtain than purchasing 12 gauge bean bag rounds, and can be found easily early on in the game. Unlike the 12 gauge bean bag round, critical hits are necessary; however, sneak attack criticals will always cause an enemy to be paralyzed. It has the minimum skill and Strength requirements, so a character geared towards Energy Weapons is not needed.
It is considered an improved holdout weapon and with a sneak skill of 50 can be brought into weapon free areas such as casinos.
Fallen Rock Cave, found in the room with a reloading bench and a terminal. After navigating the trip wire at the entrance of the room, the mine behind the teddy bear, and the two rigged guns, the gun can be found hidden behind an open wooden box containing 10 energy cells and 3 drained microfusion cells. Be careful as the cave is full of traps.

This weapon doesn't have true iron sights.
With the perk Laser Commander, the critical chance is raised by 10% which gives a higher probability of paralysis.
Despite dealing only a small amount of damage, the stun effect enables players with a decent critical hit rate to kill enemies vastly more powerful than themselves, since the fire rate is high.
Scoring a second critical hit on an already paralyzed enemy can extend the duration of paralysis.

PlayStation 3Xbox 360 It's possible to freeze yourself with the gun if you have the Meltdown perk. If the killing shot is a critical hit, and you're in the radius of the Meltdown explosion, you will paralyze yourself.
PlayStation 3 Strangely, it always cripples the limbs of spore carriers in one hit, allowing you to cripple all of their limbs without doing a great amount of damage.
