Background[]

A former casino worker from New Reno, Carter alleges he was sent to the NCRCF for reforming through labor after a pit boss framed him for stealing caps.[1][2] Carter adapted well to life on the inside and became the gangers' trader.[3] He stayed due to a lack of a better choice. He'd wind up inside or dead if he stepped out.[4]
