Background[]
Carlitos Wayne was an Omertas made man working as a croupier at the Gomorrah. Unfortunately for him, he ran afoul of the Omerta lieutenant Cachino over his relationship with one of the prostitutes, Joana. Since Cachino also wanted the hooker, he accused Carlitos before Nero and Big Sal of stealing Omerta funds, resulting in a hit being put out on Wayne. Since then, Carlitos has been on the run.
He is hiding out in the Vault 21 hotel as a guest of Sarah Weintraub, drinking himself to the ground. He can be typically found in the hotel's diner sitting at a back table, occasionally moving to one of the vault's bedrooms to sleep.

Carlitos has references for a bottle of whiskey and a can of Pork N' Beans in his inventory, but the amount he carries of each is set to zero.- Sometimes Carlitos does not appear anymore in Vault 21's diner. To respawn him, go to Vault 21's diner and follow these instructions:
- Open the console.
- Enter prid 0011f87a
- Enter resurrect
- Enter enable, and Carlitos will appear in front of you.
