Carbon citizens (usually referred as Wasteland Man/Woman or just Townsperson) are inhabitants of the Texas town of Carbon in 2208.

Interactions with the player character[]
- Wasteland Man can be saved by the Initiate during the quest Kill Warehouse Radscorpions. He then rewards his savior with some caps.
- Carbon citizens have to be saved during Rescue Innocents quest. If Initiate manage to save all 37 of them he is rewarded with Red Ryder BB gun.
