Carbon is a town built over the remains of the pre-war Carbon, Texas. It was governed by a mayor named Richard.
The Brotherhood of Steel sent an initiate there on his first mission - to find several Brotherhood paladins believed to be in the town of Carbon. When the initiate reached the town, he discovered that Richard, the mayor of Carbon sold the city to raiders, who after a while came to the town and attacked the initiate.
