For each level of Bonus Move, you get 2 free APs each turn that can only be used for movement. In other words, you can move 2 free hexes each turn for each level of this Perk.

+2 AP per rank. These bonus action points can only be used for movement. In Fallout, this perk can be taken three times; in Fallout 2, it can only be taken twice. The counter only shows up to 10 Action Points, but the game keeps track of them regardless. They show up as yellow-colored lights.
Bonus move is quite useful for brawling and melee builds, allowing one to close distance in the initial turn and then stay close to enemies who flee or are knocked back. It is also available earlier than Action Boy.
Notably, the move AP reset upon reload, allowing the player to move any distance in any of the official version of either Fallout or Fallout 2.
