It can be obtained as a reward for a completion of I Could Make You Care if Veronica stays with the Brotherhood of Steel. Veronica's damage threshold is increased by +4 permanently.

PC PlayStation 3 Xbox 360 Veronica is not actually granted her own perks upon completing the quest; the game simply displays a message that states she has gained a perk.
