Blacksmith allows the Sole Survivor to access the various ranks of melee weapons modification; each rank of the perk allows access to the next rank of modification (ie, the first rank allows access to base and Rank 1 melee weapon modification and the third and final rank allows access to Rank 4 melee weapon modifications).
