The truth is, the game was rigged from the start.

Benny, Fallout: New Vegas

Benny is the head of the Chairmen of New Vegas in Fallout: New Vegas. He is the brains behind a complex scheme to usurp control of New Vegas from Mr. House.

Background[]

Benny was a member of the tribal gang known as the Mojave Boot-Riders before Mr. House took over Vegas. In 2274, Mr. House began gathering tribes to renovate the New Vegas Strip, and the Boot-Riders were one of the three tribes which agreed to House's new rule.[1] The Boot-Riders were assigned to renovate The Tops casino, and were given suits and ties, as well as being renamed "The Chairmen". Benny saw the potential of New Vegas, and was all for working for Mr. House. However, the tribe's chief at the time, Bingo, wanted to stay nomadic and away from external rule. Benny disagreed with Bingo, and was challenged to a knife-fight; the winner becoming leader of the tribe. Though Bingo was the strongest member of the tribe, Benny was nimbler than him, which proved to be an advantage; when Bingo attempted to lunge at Benny, he was able to handily dodge the attack and stab Bingo in the neck, thereby killing him and becoming the new chief of the Boot-Riders.

Once the new chief, Benny accepted Mr. House's rule, and had the tribe transition into the Chairmen. Benny had remained loyal to Mr. House for quite some time, and was even being groomed as Mr. House's protégé. Benny's later misbehavior took any chance of that away, which resulted in him being targeted by his former boss.[1][2] Benny is seen to be cautious of the Chairmen who still support the old ways, even killing an old friend, an unnamed singer with a Psycho overdose, to stop further dissent.

Benny's long-term goal is simple: control of New Vegas. The chances of such a thing happening seem slim, but as Benny himself would say, he is not done rigging the odds yet. After attacking one of Mr. House's PDQ-88b Securitrons with a pulse grenade, Benny brought it in for examination. Unable to fix it himself, he allowed Follower of the Apocalypse Emily Ortal to look at it in exchange for her reprogramming it. During this time, him and Emily even became briefly sexually involved, much to Emily's later regret. After finishing the reprogramming, the Securitron became Yes Man, an AI designed to obey every command given to him, which Benny used to interrogate him on the details of House's machinations.[2] No sooner than her the work was completed, Benny kicked Emily out of the Tops and barred her from entering the casino again.

He learned President House had something buried underneath Fortification Hill, and he learned of the Platinum chip; the key to all of House's plans. It was revealed to Benny that there were seven couriers hired by Victor; six decoys, and one carrying the actual Platinum Chip. Using Yes Man, Benny was able to discover the route each courier was taking, and hired a group comprised of Great Khans: Jessup, McMurphy, Chance and some others, to help him finish the job. The group made a perilous journey through the badlands south-west of Vegas, where a run-in with the Fiends cost Chance his life. Although at first Benny suggested they should leave Chance's corpse out to rot, the other Khans, offended by his callous comment, intimated him into allowing them to take a break to give their fallen tribe member a proper burial.

Despite the delay, the group finally managed to intercept Courier Six, who was carrying the platinum chip, on the night of October 11, just north of Goodsprings. The Courier was caught off-guard by the ambush and was rendered unconscious, and was then bound and gagged and dragged by the group to the Goodsprings cemetery, where Benny immediately send the Khans to work on digging a grave to dispose of the Courier. The Courier regained conciousness just as the work was about to finish up. The Khans, anxious to get paid and move on, told Benny to hurry up in finishing the Courier off, but Benny responded that he, unlike the Khans, felt he at least owed the people he killed to look them in the eye before he did it. With an apologetic comment to the Courier about them getting caught up in the whole thing by pure bad luck, Benny drew his gun and shot the Courier twice in the head, leaving them for dead.

Quests[]

  • They Went That-a-Way: The Courier tracks Benny in an attempt to discover the purpose of the package and get revenge. Manny Vargas is the first person to give Benny's name, and where he went. Jessup in Boulder City will reveal that Benny betrayed him and his fellow Great Khans after intercepting the Courier, later traveling to New Vegas and leaving them to fend for themselves when cornered by the NCR.
  • Ring-a-Ding-Ding!: The Courier must confront Benny at The Tops casino, which results in either Benny's death, or him escaping to Fortification Hill with the Platinum Chip, in an attempt to activate House's secret weapon.
  • Render Unto Caesar: Benny is captured by Caesar, who offers the Courier a gift by allowing the Courier to choose how Benny dies. Benny, for his part, seems accepting of his impending death, and urges the Courier to take over his plan and create a truly independent New Vegas.
  • The House Always Wins: House wants the Platinum Chip back in his possession. He needs the Courier to recover it from Benny.

Other interactions[]

  • If the Courier is a female with the Black Widow perk, they can convince him to take the Courier to his room, where it can be decided to either attack him or sleep with him. After some humorous dialogue, the options to kill him quietly in his sleep or leave him be will be given. He will not be present in the morning if chosen the second option.
    • With the second option, he will leave a note thanking the Courier, and saying not to follow him to The Fort. The note also says that when he gets back, that the Courier and him are going to go on a date.
  • If Caesar is killed while he is still tied up in the Fort, he will say "What a scrapper you are," then give the option of freeing him, leaving him, or killing him once finishing the dialogue.

Notes[]

Icon cut contentThe following is based on Fallout New Vegas cut content and has not been confirmed by canon sources.
  • An event would have Benny meeting the Courier again after being freed from the Fort. In this event, Benny would have equipped a Stealth Boy in order to sneak up on the Courier, and would then initiate dialogue in which he would mock them for showing him mercy. Afterwards, he would have attacked the Courier. This event was ultimately cut from the final game.
  • "{ambushing the player while using Stealth Boy}Thanks for getting me outta that cage! Now for once will you just {emphasis, player's resilience is vexing}lay down and stay down?"

  • "No one rules Vegas {'cept}except me, got it? You're a lowdown gofer! You deliver mail!"

  • "How ya like being Mister Good-Two-Shoes, hey? How's it feeling?"

  • "How ya like being Miss Good-Two-Shoes, hey? How's it feeling?"
