Stated to be the last of the military survivors who made Minefield their town, Arkansas was a small boy when the slavers came and captured nearly all of the people living in the town, except for him. He swore revenge, and spread rumors that a new tribe had settled down in Minefield, before he laid a trap for the slavers. If they were to come back to the town, they'd be attacked by the sniping Arkansas, or step on one of the multiple frag mines.[1]
The slavers came and took heavy damage, and never returned, leading the survivors to believe that there is a ghost inhabiting Minefield. Arkansas never left Minefield, and still stays there, sniping anyone that comes within range.[1] However it was later learned that there was only one man in that town. He immediately became a high value target for the slavers of Paradise Falls, their leader Eulogy Jones planning to make him suffer.[2] From his vigil he has single handedly killed many of the local slavers.[3]

Aside from targeting inanimate objects near the player, he will fire - from his perch in a three-story building at the north end of town - upon the vehicles scattered about the area, causing them to explode when the Lone Wanderer approaches.

Strictly Business: Arkansas is one of the four VIP targets the Lone Wanderer needs to enslave for Grouse.
The Wasteland Survival Guide: Arkansas guards Minefield and will effectively try to stop the Lone Wanderer from reaching the playground. The cars (and some other objects) are surrounded by a trap script that tells Arkansas to shoot at them when the Lone Wanderer approaches, regardless of his disposition towards the Lone Wanderer or if the Lone Wanderer is hidden.
If Arkansas is captured for the Strictly Business quest, and the Lone Wanderer later releases Arkansas, Arkansas will turn hostile to everyone except the Lone Wanderer. This includes other slaves. (if the Lone Wanderer killed or freed everyone else, he will kill Breadbox since he won't leave.) As such, it is recommended that Arkansas be the last to be released or talked to quickly and released as soon as possible, before he leaves Minefield, if at all. If the Lone Wanderer talks to him after being released he will say he is heading to the Temple of the Union, which helps escaped slaves. After being released, he will return to Minefield and be non-hostile towards the Lone Wanderer and companions (but still hostile to temporary companions), although he will still shoot at the cars the Lone wanderer walks past in Minefield.
During the "Strictly Business" quest, if the player mezzes Arkansas, enslaves him and send him off to Paradise Falls, there is a chance he may run down the road into a mine, getting himself killed. Grouse still pays, and his part of the quest is listed as complete.
If the player cripples either one of Arkansas' arms he will drop his sniper rifle and, after a few seconds, pick it up and continue shooting the Lone Wanderer. Crippling both arms still allows him to hold his sniper rifle and shoot the Lone Wanderer.
PlayStation 3 As mentioned above, if you free Arkansas after enslaving him, he will still have his sniper rifle in his inventory and immediately turn hostile to all the other freed slaves. Even if Arkansas is a slave at Paradise Falls and should be stripped of everything he owns, he still wields his sniper rifle with 5-7 rounds.
If the player talks to Arkansas after enslaving him (by pick-pocketing Eulogy's key and opening the slave gate) and then speaks to Grouse, Grouse will then award the player 250 caps again and give the player another slave collar.
If one is to kill Arkansas, there's a chance that this will register with the Strictly Business quest as being captured.
There have been sightings of Arkansas respawning for the Strictly Business quest even after being killed by the player in Minefield.
