Andy Scabb has been using Alice Hostetler's relation to her father, Don Hostetler, to steal Don's revenues from the Crimson Caravan Company, and then disappear. He may also be a cannibal, as his room in The Gray contains a good deal of strange meat and strange meat pies.

This character is involved in quests.

Someone to Watch Over Me: After you get the note Henchman message to Andy Scabb and begin to leave, Andy will walk in and confront the Courier on what you're doing there. With a speech check, he can be convinced that you were just looking around.
