Background[]
As manager of the Water treatment plant Alan Rothchild was appalled at the state of its emergency protocols. To which he sent no less then seven E-Mails to the complex's city treasurer Commander Devlin for funds necessary to correct this oversight.[1]
Unfortunately Commander Devlin was a nationalist, jingoist, idiotic, disrespectful sociopath. Ignoring all the pleas for help, he instead chose to ignore the problem while insulting Alan. Comparing his desire to secure the local water supply as an effort to support the Communists and undermine the war effort.[2]
